SOCIAL AND LEGAL ISSUES OF THE STAY OF FOREIGN CITIZENS IN RUSSIA AND THE NNGASU

Problems of arrival of foreign citizens (from non-CIS countries, the CIS, the Baltic States) for training in the Federal State Budgetary Educational Institution of Higher Professional Education "Nizhny Novgorod State University of Architecture and Civil Engineering" (NNGASU) are dealt with by the Preparatory Department for Foreign Citizens (PDFC).

Registration of entry documents

1. To apply for a study visa, a foreign citizen must apply to the diplomatic mission or consular office of the Russian Federation with the original invitation to enter the Russian Federation, issued by the Migration Department of the Ministry of Internal Affairs of the Russian Federation for the Nizhny Novgorod Region on behalf of the NNGASU.

2. An ordinary entry study visa is issued for a period of three months, and then extended in the territory of the Russian Federation for a period of one year.

3. To issue an invitation to enter the Russian Federation, a foreign citizen must submit the following documents to the PDFC:

- copies of passport pages containing personal information (last name, first name, date of birth, passport validity period);

- copies of passport pages containing personal information (last name, first name, date of birth, passport validity period);

Arrival in the Russian Federation

The student is required to obtain and fill in a migration card when crossing the border of the Russian Federation. The issuance of migration card forms is carried out by members of the aircraft crew, members of train crews, bus drivers or officials of the border control authority. The migration card forms are filled in before the border control begins in the arrival halls of airports, train stations, and auto-crossings. Migration cards are filled in personally by the holders of the documents in Russian or in Latin letters in accordance with the passport data. Corrections when filling in migration cards are not allowed. On the migration card, when passing through border control, a stamp is affixed about crossing the border of the Russian Federation.

In accordance with the migration legislation of Russia, a foreign citizen is obliged to register with the migration registration authorities at the place of stay within 7 days from the moment of crossing the border and receive a separate part of the arrival notification. You can do this in the CIR and C if you have the following documents: national passport, migration card and visa.

When you are on the territory of the Russian Federation

The student is obliged to care about the documents and comply with all the rules of stay of a foreign citizen in the territory of the Russian Federation.

In case of loss of a passport, migration card, visa, notification form, a foreign citizen is obliged to inform the CIR and C within 3 days.

30 working days before the end of the migration registration and the previous visa, the student must get or extend a multiple-entry visa to the CIR and C.

If a foreign citizen has violated the rules of migration registration (he came to renew the migration registration and get a multiple-entry visa in less than 30 working days), he leaves for his homeland on a transit visa after being expelled from the university by a court decision.

If the student intends to travel outside of Nizhny Novgorod (to another city or country), he / she must inform the management of the CIR and C in advance, indicating the address where he / she will be located. Immediately after returning, he / she must report to the CIR and C to check your migration registration.

Accommodation is possible both in university hostels and at private addresses (if there is a lease agreement for residential premises). Registration for migration registration in any case is made by the PDFC.

Departure from the territory of Russia

At the end of the study, the student must go home.

Upon successful completion, the student has the right to leave on a multiple-entry visa until August 31.

In case of expulsion for academic failure, violation of the terms of the contract for training, etc., the student is issued a transit visa on the ticket that the student must purchase. The check-out must be completed within 10 days.

If the student does not leave without valid reasons, the period of migration registration is reduced and he is considered to be evading departure from the Russian Federation, which is punishable by the law of the Russian Federation. Such a foreign citizen is subject to deportation without the right to enter the territory of Russia.

Foreign students and students of NNGASU have the opportunity to live in a hostel, in rooms for 2-3 people.

Foreign students stay in Russia for a long time and often need outpatient and inpatient medical care. To be able to cover the significant costs associated with this, they must provide themselves with a medical insurance policy purchased at the expense of personal funds from one of the insurance companies operating in Russia.

According to the current Russian legislation, medical assistance to foreign citizens studying at educational institutions of higher professional education of the Russian Federation is not paid for from the funds of compulsory medical insurance allocated by the state for Russian citizens.

In the case of insured events (sudden illness of the insured or personal injury as a result of an accident or other circumstances), the health insurance policy guarantees the organization and payment of a number of medical services: emergency medical care, hospitalization of the patient and the necessary treatment, medical transportation, provision of medical information, etc.

The CPFC Administration provides assistance to foreign students of NNGASU in the acquisition and registration of a health insurance policy.
